Outpost troop summoners are items you can win through fortuna or with rubies that can summon and train OP troops.Here are a few OP troop summoners:

swamp scales:Venom dweller 
glacial ruines:Frost giant 
titan seedlings:Petrified Titan 
Sand Striders do not require any item just 1 Halberdsman and 1 Swift Strike Dragon
